Cette norme d\u00e9finit l\u2019augmentation maximale du co\u00fbt salarial moyen par travailleur au cours des deux prochaines ann\u00e9es. Sans surprise, elle est fix\u00e9e \u00e0 0 %.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Qu\u2019est-ce que la norme salariale ?<\/strong><br>Le principe de la norme salariale a \u00e9t\u00e9 \u00e9tabli par une loi de 1996 afin de favoriser l\u2019emploi et de pr\u00e9server la comp\u00e9titivit\u00e9 de la Belgique par rapport aux pays voisins. Elle d\u00e9termine de combien le co\u00fbt salarial moyen par travailleur peut augmenter sur deux ans. En principe, ce sont les partenaires sociaux qui fixent cette norme dans une CCT. S\u2019ils ne parviennent pas \u00e0 un accord \u2013 comme c\u2019est le cas depuis plusieurs ann\u00e9es \u2013 le gouvernement tranche via un arr\u00eat\u00e9 royal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Norme salariale de 0,0 %<\/strong><br>Le Conseil central de l\u2019\u00e9conomie avait d\u00e9j\u00e0 annonc\u00e9 en f\u00e9vrier qu\u2019aucune marge n\u2019\u00e9tait disponible pour des augmentations salariales. Pour 2025 et 2026, la norme salariale est donc fix\u00e9e \u00e0 0,0 %. Concr\u00e8tement, cela signifie que les salaires ne peuvent pas progresser par rapport \u00e0 la p\u00e9riode 2023-2024. Les indexations et augmentations bar\u00e9miques n\u2019entrent \u00e9videmment pas en ligne de compte.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cela veut-il dire qu\u2019aucune augmentation individuelle n\u2019est possible ou que vos co\u00fbts salariaux ne peuvent pas \u00e9voluer ? Non. La norme concerne le co\u00fbt salarial moyen par \u00e9quivalent temps plein sur l\u2019ensemble de vos travailleurs. Certains \u00e9l\u00e9ments, comme les plans bonus, ne sont pas pris en consid\u00e9ration. De m\u00eame, les changements de fonction ou de cat\u00e9gorie ne doivent pas \u00eatre comptabilis\u00e9s. De nouveaux collaborateurs peuvent \u00eatre engag\u00e9s et certains travailleurs b\u00e9n\u00e9ficient d\u2019augmentations automatiques li\u00e9es \u00e0 l\u2019anciennet\u00e9. Les r\u00e9mun\u00e9rations des ind\u00e9pendants et des administrateurs ne sont \u00e9videmment pas concern\u00e9es non plus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En principe, le non-respect de la norme salariale peut \u00eatre sanctionn\u00e9, mais comme vous pouvez l\u2019imaginer, le calcul est extr\u00eamement complexe et sujet \u00e0 interpr\u00e9tation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ch\u00e8ques-repas de 10 euros<\/strong><br>\u00c0 partir de janvier 2026, les employeurs auront la possibilit\u00e9 d\u2019augmenter la valeur de leurs ch\u00e8ques-repas jusqu\u2019\u00e0 10 euros. Une telle hausse entrerait normalement en conflit avec la norme salariale. C\u2019est pourquoi un projet de loi pr\u00e9voit que cette mesure ne soit pas prise en compte dans le calcul de la norme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Certaines primes \u2013 comme la prime CCT 90, la prime de participation aux b\u00e9n\u00e9fices ou la prime d\u2019innovation \u2013 restent \u00e9galement en dehors de la norme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>N\u00e9gociations sectorielles<\/strong><br>Par ailleurs, la plupart des secteurs ont entam\u00e9 leurs n\u00e9gociations bisannuelles.
