Le gouvernement flamand souhaite mieux adapter le syst\u00e8me aux besoins du march\u00e9 du travail tout en renfor\u00e7ant le contr\u00f4le du respect des r\u00e8gles.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le cong\u00e9 de formation flamand (Vlaams Opleidingsverlof \u2013 VOV), qui a remplac\u00e9 l&rsquo;ancien \u00ab cong\u00e9-\u00e9ducation pay\u00e9 \u00bb, permet aux travailleurs du secteur priv\u00e9 en Flandre de s&rsquo;absenter de leur travail, sous certaines conditions, afin de suivre une formation reconnue. Pendant ces heures d&rsquo;absence, le travailleur conserve sa r\u00e9mun\u00e9ration, tandis que l&#8217;employeur peut demander une intervention financi\u00e8re aupr\u00e8s des autorit\u00e9s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Intervention financi\u00e8re<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;intervention forfaitaire, qui s&rsquo;\u00e9levait \u00e0 14,91 \u20ac par heure, est d\u00e9sormais port\u00e9e \u00e0 <strong>24,50 \u20ac par heure<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour la premi\u00e8re fois, les services comp\u00e9tents pourront suspendre le remboursement si les r\u00e8gles ne sont pas respect\u00e9es. Les employeurs qui abusent du syst\u00e8me pourront \u00e9galement \u00eatre temporairement exclus du dispositif.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Un public cible \u00e9largi<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jusqu&rsquo;\u00e0 pr\u00e9sent, le syst\u00e8me \u00e9tait r\u00e9serv\u00e9 aux travailleurs occup\u00e9s au moins \u00e0 <strong>80 %<\/strong> et prestant <strong>au moins 28 heures par semaine<\/strong>. D\u00e8s la prochaine ann\u00e9e scolaire, les travailleurs \u00e0 mi-temps pourront \u00e9galement b\u00e9n\u00e9ficier du cong\u00e9 de formation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les travailleurs occup\u00e9s le week-end, qui \u00e9taient auparavant exclus, pourront eux aussi en b\u00e9n\u00e9ficier sous certaines conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Formations<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le catalogue des formations est revu \u00e0 la baisse. Pour \u00eatre \u00e9ligibles au VOV, les formations devront r\u00e9pondre aux nouveaux crit\u00e8res d&rsquo;ad\u00e9quation avec le march\u00e9 du travail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les comp\u00e9tences de base, telles que le n\u00e9erlandais comme premi\u00e8re langue et les comp\u00e9tences num\u00e9riques, restent \u00e9ligibles. Une attention accrue sera \u00e9galement port\u00e9e aux m\u00e9tiers en p\u00e9nurie ainsi qu&rsquo;aux formations STEM, ax\u00e9es sur l&rsquo;acquisition de comp\u00e9tences technologiques, techniques, scientifiques ou math\u00e9matiques, ainsi que sur leur application dans les m\u00e9tiers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les r\u00e8gles applicables aux formations organis\u00e9es en interne par les entreprises deviennent plus strictes. Un avis pr\u00e9alable favorable sera d\u00e9sormais requis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les formations devront toujours comporter <strong>au moins 32 heures<\/strong>. Il ne sera toutefois plus possible d&rsquo;atteindre ce minimum en combinant des modules issus de diff\u00e9rentes formations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Par ailleurs, une m\u00eame formation ne pourra plus \u00eatre suivie qu&rsquo;<strong>une seule fois<\/strong>, contre deux fois auparavant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>R\u00e8gles de pr\u00e9sence<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;indemnisation sera d\u00e9sormais calcul\u00e9e sur la base de la <strong>pr\u00e9sence effective<\/strong> aux cours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Organismes de formation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les organismes de formation feront \u00e9galement l&rsquo;objet d&rsquo;un contr\u00f4le renforc\u00e9.
